New traffic rules for personal mobility vehicles are set to come into effect across the UAE from 1 January 2027, following Cabinet Resolution No. 174 of 2026.
According to the resolution, e-scooters will be classified as personal mobility vehicles alongside other similar devices. The rules include vehicle requirements and rider obligations intended to improve safety for riders and other road users.
Key points for riders and vehicles
- Riders must be at least 15 years old to apply for a licence to ride an e-scooter or electric bicycle.
- Personal mobility vehicles are described as needing specific safety fittings, including a headlamp, rear lamp and red brake light, plus an audible warning device.
- Users are required to hold a driving licence and to register the vehicle through the relevant authority where applicable.
- Riders must use only routes specified by the licensing or traffic enforcement authorities and comply with their speed limits.
The resolution also reiterates that riders should follow road rules and safety standards, whether using their own vehicle or a rental.
