Dubai planning rules update for Al Satwa to allow wider uses

Report date: 2 November 2026

Dubai Municipality has updated planning regulations for Al Satwa, expanding development options for residential and commercial uses depending on plot location and characteristics.

The municipality says the update introduces a new framework for plots along internal roads, allowing ground-floor plus two floors of residential apartments in place of an approach that focused mainly on attached villas. For plots along external roads, it provides more flexibility and higher-density development options, including commercial ground-floor space with two or three floors of residential apartments, subject to applicable planning requirements.

The announcement also mentions incentives for plot consolidation, saying the revised rules apply to plots meeting specified size thresholds.

Dubai Municipality frames the move as part of wider planning updates for the Al Satwa area. More implementation details are referenced as subject to the updated regulatory framework.
