DEWA and ACWA sign deals for second Hassyan desalination phase

Reported: 6 November 2026

Dubai Electricity and Water Authority (DEWA) has signed a Water Purchase Agreement and a Shareholder Agreement with ACWA for the second phase of the Hassyan seawater reverse osmosis (SWRO) desalination project.

DEWA said the agreements total AED 1.76 billion. It also stated that the project company will handle development, financing, construction and operation of the plant, with DEWA holding 60% and ACWA 40%.

Under the stated 30-year Water Purchase Agreement, DEWA said the second phase will deliver around 60 million imperial gallons per day (272,000 cubic metres). It described the new phase as complementing an earlier Hassyan first phase with a production capacity of 180 MIGD.

Once both phases are completed, DEWA said the emirate’s total desalinated water production capacity will reach approximately 735 MIGD by 2029.

DEWA framed the work as part of strengthening Dubai’s water security using reverse osmosis technology, and aligned it with the UAE Water Security Strategy 2036 and Dubai Clean Energy Strategy 2050.
